Professor XU Ningsheng is President of Fudan University and Vice President of China Association of Higher Education. He was awarded Bachelor Degree in Semiconductor Physics in 1982 by Sun Yat-Sen University. From 1983 to 1986, he conducted postgraduate research at Aston University, UK, and received his PhD in 1986. Afterward, Prof. XU was employed as research staff of Aston University. In 1996, he became faculty member of Sun Yat-Sen University and was appointed in turn Dean of School of Physics and Engineering, Vice President and President of Sun Yat-Sen University. In 2014 he was appointed President of Fudan University.
Prof. XU is Member of Chinese Academy of Sciences and Academician of Academy of Sciences for the Developing World. He is Representative to The 13th National People’s Congress and Member to The 13th National Five-year Plan Expert Committee. He also serves as Member of the Steering Committee of Association of Pacific Rim Universities (APRU) since 2017.
Professor Dr. Zhong Zhihua was appointed as President of Tongji University (Shanghai, China) in September 2016.
He was born in July 1962 in Hunan Province (China), got his PhD in Mechanical Engineering from Linköping University (Sweden) in 1988, and was elected as Academician of Chinese Academy of Engineering in November 2005.
He started his career in July 1992, working in succession as Dean of School of Mechanical and Vehicle Engineering, Assistant President, Vice President of Hunan University (China). He was President of Hunan University (China) from 2005 to 2010, Director of Science and Technology Commission and President of Science and Technology Association in Chongqing Municipality from 2010 to 2014. He was Secretary General of Chinese Academy of Engineering during 2014 to 2016.
Prof. Dr. Cai Sanfa is Director of Institutional Research of Tongji University, responsible for strategy and planning, policies research and education assessment of the university.
He started his tertiary education in Tongji in 1991, and got his Bachelor in Mechanical Engineering, Master in Industrial Economy, and PhD in Management Science & Engineering from the university.
He was a Visiting Post-doctor at in SUNY at Buffalo, USA from 2008 to 2009. His research interests include Supply Chains & Operations Management and Higher Education Research, and he has published 1 monograph, 5 textbooks and over 40 papers.
Michael Fung is the Group Director (Training Partners Group), Chief Human Resource Officer, and Chief Data Officer at SkillsFuture Singapore (SSG), a statutory agency under the Ministry of Education. He oversees the development of the continuing education and training system in Singapore, through managing funding and contractual partnerships with private training providers, institutes of higher learning, and enterprises. He also oversees the human resource function, and champions the data capabilities, governance, and reporting practices at SSG. He previously led the strategic policy and resource planning functions at SSG and the Singapore Workforce Development Agency.
Michael is an adjunct Senior Fellow at the Singapore University of Technology and Design, and was a Senior Advisor to the Office of the President at the Hong Kong University of Science and Technology (HKUST). He formerly held the position of Director of Planning and Institutional Research at HKUST, and provided leadership and support for the University's strategic and academic planning, decision-making, resource allocation, and assessment of institutional effectiveness. He also led the University’s participation in international rankings, and was an advisor to several leading international ranking bodies.
He was previously the Director of Strategic Planning and Quality Assurance at the Singapore Management University (SMU), a Deputy Director at the Singapore Ministry of Manpower (MOM), and held various senior positions at the Infocomm Development Authority (IDA) and the National Computer Board (NCB) of Singapore.
He is the Founding President of the Higher Education Planning in Asia Association, and serves on the Carnegie Mellon University Admissions Council. He is an alumnus of the University of Southern California and Carnegie Mellon University in the US, and Tsinghua University in China.
Mr Tsoi Mun Heng is the Vice President for Planning at the Singapore Institute of Technology (SIT). His responsibilities include strategic planning, enterprise risk management, organisational excellence and safety and health. He is also involved in the planning for campus development. Prior to this, he was the Senior Director for Academic Analysis and Planning, covering the planning and coordinating new academic programmes and resources, and managing performance, risk and quality in the Academic Group of SIT.
From 2011 to 2013, he was the Director of the Energy and Environment Research Directorate at the National Research Foundation Singapore, developing and implementing R&D programmes and innovative solutions to meet the challenge of achieving energy resilience and sustainable growth for Singapore.
He holds a Master of Science in Aeronautics and Astronautics from Stanford University and a Bachelor's degree in Mechanical Engineering from the National University of Singapore.
Tongshan Chang is Director of Institutional Research and Academic Planning at the University of California (UC) Office of the President and Consultant of UC Systemwide Academic Senate Committees on the Board of Admissions and Relations with Schools (BOARS) and Preparatory Education (UCOPE). He is SERU (Student Experience in the Research University) Senior Researcher at the Center for Studies in Higher Education at UC Berkeley.
Tongshan received his bachelor’s degree in English Language and Literature from Shaanxi Normal University (SNU) in China, and three master’s degrees in Educational Psychology from SNU, Higher Education Administration and Computer Science both from West Virginia University (WVU). He earned his doctoral degree in Educational Leadership with a minor in Statistics from WVU.
His research covers a broad range of topics, including student learning outcomes assessment, student experience, undergraduate admissions, diversity, student success, graduate student well-being, and higher education data warehouse development.
He is Adjunct Professor at Tongji University and Xi’an Foreign Language Studies University in China and serves as a member on the Undergraduate Education Quality Review Expert Group of the Ministry of Education in China. He is the past chair of Overseas Chinese Association for Institutional Research and Treasurer of California Association for Institutional Research.
Dr Ong Eng Hong is director of academics, Singapore University of Technology and Design Academy (SUTD Academy), as well as director of Office of Education, Singapore University of Technology and Design (SUTD). He obtained his B.Eng (Hons) and PhD in mechanical engineering from the National University of Singapore.
Eng Hong has rich experiences in management, strategic planning, R&D and tertiary teaching. Prior to joining SUTD in 2013, he was a division manager and a senior scientist with Data Storage Institute (DSI), a national research laboratory under the Agency for Science, Technology and Research (A*STAR) in Singapore. He led and managed an R&D division with a staff strength of about 50 and half of whom were PhD holders. He was responsible for charting R&D roadmap and leading high value add R&D projects with renowned overseas universities, research organizations and multinational companies. Besides, he was the programme manager of a 3-year A*STAR thematic and strategic research programme, The Integrative Approach for 10 Tb/in2 Magnetic Recording Research Programme. The programme came with a total R&D fund of SGD 10 million and there were 12 principal investigators from local universities and research institutes working under the programme. He was also the chair of the ASME (American Society of Mechanical Engineers) ISPS (Information Storage and Processing Systems) division for 2013-2014. The ISPS division is based in the US and he remains to be the only Singaporean to have headed the division to date. Together with his adjunct associate professorship with the Mechanical Engineering Department of the National University of Singapore before joining SUTD, all in all, he has more than 20 years of experience in R&D and education.
As director of academics, SUTD Academy, he is leading the continuous education and training initiative to help working professionals up-skill or re-skill themselves to stay relevant in the fast evolving job market brought about by breakthroughs in the scientific and engineering world. As director of office of education, SUTD, he is currently playing a key role in the smart campus initiative, exploring how to take technology-enabled learning to the next level of excellence with state-of-the-art technologies in virtual reality, artificial intelligence, internet of things, etc.
Alison Lloyd is Director of International Affairs and Director of Institutional Research and Planning at The Hong Kong Polytechnic University. In her capacity as Director of International Affairs, Alison oversees all activity including the strategic development and coordination of international partnerships, international recruitment, mobility opportunities, and institutional relations.
As Director of Institutional Research and Planning, she leads a unit that is responsible for institutional research, strategic planning, performance monitoring, business intelligence, and analytics. In addition, she oversees the University’s participation in international rankings. Alison has a keen interest in using data to support evidence-based decision-making and continuous improvement.
She was previously Associate Dean (External Relations and Development) of the Faculty of Business at The Hong Kong Polytechnic University. She led internationalisation, branding and marketing of all programmes, student development and alumni relations. The Faculty of Business is one of the largest business schools in the Asian region. During her tenure as Associate Dean, she spearheaded a number of international strategic alliances. She is an award-winning educator at the University and her research interests lie in branding, retailing, and services marketing. Her work has been published in notable academic publications including Journal of International Business Studies, Journal of Services Marketing, Tourism Management and others.
Prior to joining The Hong Kong Polytechnic University, Alison worked as a Management Consultant with Deloitte and later moved on to being Principal Consultant in a business consulting firm in Hong Kong. Her consulting engagements span strategy consulting, business process review and improvement, design and implementation of corporate performance management frameworks and change management for both private and public sector organizations in Hong Kong and Asia.
Hamish COATES is a Professor at Tsinghua University’s Institute of Education and Deputy Director of its Global Research Centre for the Assessment of College and Student Development. He was Professor of Higher Education at the University of Melbourne (2013-2017), Founding Director of Higher Education Research at the Australian Council for Educational Research (2006-2013), and Program Director at the LH Martin Institute for Tertiary Leadership and Management (2010-2013).
Hamish concentrates on improving quality and productivity. Areas of expertise include large-scale evaluation, tertiary education policy, institutional strategy, assessment methodology, learner engagement and success, and academic work and leadership.
Over 20 years Hamish has led over 70 influential projects, worked across 50 countries, authored over 200 publications, procured over AU$25 million in funding, conducted hundreds of workshops, given over 270 keynotes and invited presentations, and generated ongoing revenue streams. He has an h-index of 33, over 5,000 citations, and is sought internationally as a speaker.
Duanhong Zhang is the Assistant Director of Planning and Institutional Research Center, and also an Assistant Professor of Higher Education at Tongji University. His main research area includes Institutional Research, Higher Education Policy, Research Evaluation and Chinese Higher Education.
He is also the Executive Director of the Research Intelligence Unit, the 1st Chinese nongovernmental Think tank in education and science policy area. He has published more than 40 papers in the Journals and Newspapers. He is now leading more than 10 research programs from the national and local government. He has been nominated as the Higher Education Planning Forum in Asia (HEPA) Organizing Committee member recently.
Dr. Xiong Hongru is currently Associate Research Fellow, in Department of Innovation Research, Development Research Center (DRC) of State Council in China.
His research interests cover innovation policy and institution, industrial and regional development, innovation and entrepreneurship. He has participated in more 20 policy research and evaluation projects assigned by the Central Government and some state ministries, like MOST, MIIT, MOE. He is also leading or participating as core member in several academic studies sponsored by NSF and NSSF. Besides writing internal working papers for government decision-making, he also has published more 30 research papers in core journals, major newspapers and magazines. He won several research awards in recent years, mainly include: the 1st prize of China Development Research (2017), Yearly Excellent Research Paper Prize by DRC (2015, 2017).
He holds Ph.D.’s and Master’s degree in School of Economics and Management at Tsinghua University (2012), and Bachelor’s degree from Tongji University (2007). From 2009 to 2010, he was elected as a Visiting Research Fellow and Joint PhD in Dept. of International Development at University of Oxford, UK.
Woei Fuh Wong has gone through a career transformation from a researcher to an engineer and later, an information specialist over a period of three decades. During his 10 years with Web of Science (in Thomson Reuters) since 2004, he actively engaged with researchers and academians in Asia Pacific region on bibliometric insights and research assessment.
In 2015, Woei Fuh started a consulting firm based in Singapore and he founded a research program, Research 123, helping younger researchers with research skill sets. Since then, he is a strong advocate of research best practices ranging from authoring, publishing and outreaching.
His consultancy work focuses on research communication and he delivered numerous workshops to university researchers about: research impact, research story telling, and research clustering & collaboration.
In his recent consulting work, he helped local journal publishers in improving their visibility through research outreaching program for their research authors. He holds a Ph.D. in Polymer Science & Technology from the University of Manchester, UK, and a MBA from Louisville University, USA. He is also a Crossref Ambassador, promoting the best practices of scholarly communication for research.
Sherman is responsible for APRU’s internal affairs, including legal, administration, human resources and finance. In his capacity, Sherman is responsible for all APRU governance meetings including APRU’s Annual Presidents’ Meeting.
Prior to joining APRU, Sherman held positions ranging from Senior Financial Controller to Senior Finance Manager for firms ranging in legal, professional services and manufacturing. Before moving back to Hong Kong in 2012, Sherman has worked in the United States for over 15 years and held positions as Director of Accounting and Finance for a San Francisco based fund administrator and Business Unit Controller for a home improvement franchisor.
Sherman received his Juris Doctor (JD) degree from The Chinese University of Hong Kong and is currently completing his Master of the Law (LLM) at the University of Hong Kong. Dr Forrest Chan is Head of Strategic Planning and Institutional Research at the Hong Kong Academy for Performing Arts (HKAPA). Reporting to the Academy Director, he leads a unit in providing management information and research insight to support the development and implementation of the Academy's strategic plan and key strategic initiatives.
Prior to joining the HKAPA, he worked in various capacities for several educational institutions. Ho Yew Kee is Professor and Associate Provost at Singapore Institute of Technology. He received his B.A. & M.A(J.D) in law from Seoul National University in the area of civil law in 1974 and 1979 respectively.

Mr. Anson Wun is Senior Institutional Research Analyst of the Institutional Research and Planning Office (IRPO) at the Hong Kong Polytechnic University. Backed with an extensive background in IT and business process engineering in the education sector, his main role at IRPO is to drive the use of analytics and agile reporting on institutional data.
He has embarked on several University-wide initiatives such as the balanced scorecard, research metrics analytics, scholars profiling, and institutional intelligence for senior management and strategic planning. He is also responsible for formulating bibliographic analytics for the University in the upcoming Research Assessment Exercise (RAE) in Hong Kong.
Mr. Wun has a Masters of Statistics from The University of Hong Kong, and an MBA with a specialization in MIS from the Simon Fraser University in Canada. He also has a BSc from the University of British Columbia in Canada.
